E-bike and e-scooter batteries are in scope too.
Light means of transport covers e-bikes, e-scooters and e-mopeds. Like EV batteries they are in scope by category, with no capacity threshold — and they are the category with the most units per operator by a wide margin.
What counts as LMT
Light means of transport batteries — the packs in e-bikes, e-scooters and e-mopeds — are named in Article 77 as a category requiring a passport from 18 Feb 2027. The 2 kWh threshold that qualifies industrial batteries does not apply here.
The obligation falls on the economic operator placing the finished battery on the market. For imported fleets that is frequently the distributor or the operator, not the manufacturer abroad.
Why volume is the problem
One passport is paperwork. Several thousand, each needing a record specific to that individual pack, is a data problem — and the packs move between riders, depots and sometimes operators during their life. A spreadsheet per depot does not survive that.
The number that matters is not how many batteries you own but how many you can currently say something defensible about.
Fleets that already collect most of it
An LMT fleet running swap cabinets or managed charging is already producing per-pack telemetry every time a battery is docked. Where that is true, the record a passport draws on is a by-product of running the fleet rather than a new collection exercise.
Which fields arrive, and how often, depends on the hardware and the integration — so the honest first step is to look at what yours actually reports rather than assume.
